BESS4 Rebate: A Guide to Battery Incentives for NSW Businesses

As electricity costs continue to influence business operating expenses, more Australian businesses are considering battery energy storage systems (BESS) to manage energy consumption and reduce reliance on the electricity grid. For eligible businesses in New South Wales, the BESS4 rebate can provide an opportunity to reduce the upfront cost of installing a battery storage system.
BESS4 is part of the NSW Peak Demand Reduction Scheme (PDRS) and supports eligible battery installations designed to help reduce electricity demand during peak periods. The activity is scheduled to commence from 1 September 2026.
What Is the BESS4 Rebate?
The BESS4 rebate is an incentive available through the NSW PDRS for eligible commercial and business battery storage projects. Instead of operating like a traditional cash rebate, eligible projects can generate Peak Reduction Certificates (PRCs).
The value of the PRCs can help reduce the effective cost of an eligible battery installation. Businesses may also be able to combine BESS4 with other eligible incentives, depending on the project and applicable scheme requirements.
BESS4 covers systems with a usable battery capacity greater than 20 kWh and up to 200 kWh.
BESS4 Eligibility Requirements
Before investing in a battery system, businesses should check whether the site and proposed installation meet the BESS4 requirements.
The site:
Must not be a residential building or a data centre.
Must not have previously received a BESS4 or BESS5 incentive.
May be able to stack the incentive with the Cheaper Home Batteries Program (CHBP) up to 100 kWh, where applicable and subject to the relevant program requirements.
The battery system must also meet specific technical and installation requirements.
Battery and Equipment Requirements
For a BESS4 project, the battery and inverter must be Clean Energy Council (CEC) listed equipment where required under the scheme.
The system must have a usable battery capacity of:
More than 20 kWh and up to 200 kWh.
Battery duration must not exceed six hours. For projects under Option 1, which combines new solar PV with battery storage, the new solar PV capacity-to-battery capacity ratio must be more than 1:4, based on the applicable calculation requirements.
Usable battery capacity is calculated as 90% of the nominal battery capacity.
These requirements are important because selecting equipment that does not meet the applicable specifications may affect project eligibility.
Installation Requirements for BESS4
A compliant installation is essential when applying for the BESS4 incentive.
The battery system must be installed by an appropriately SAA-accredited installer and installed in accordance with AS/NZS 5139, where applicable. Businesses must also obtain any required planning approvals.
Importantly, eligible installations must occur on or after 1 September 2026.
Working with an experienced commercial solar and battery provider can help businesses ensure that equipment selection, system design and installation requirements are properly addressed.
Option 1: Solar PV With Battery Storage
Businesses considering BESS4 can install new solar PV alongside battery storage. Under the supplied example, Option 1 includes a 100 kW solar system with a 200 kWh battery.
The estimated project costs and incentives are:
Total equipment: $135,000
Installation and delivery: $55,000
Total cost before incentives: $190,000
Pre-incentive payback period: 7 years
STC incentive value: $21,528
PRC incentive value: $65,800
Total cost after incentives: $102,672
Post-incentive payback period: 3.8 years
The figures demonstrate how combining solar generation with battery storage can potentially reduce the net project cost and improve the expected payback period.
Option 2: Battery-Only System
Businesses that already have solar PV or want to focus on energy storage may consider a battery-only solution.
The supplied BESS4 example uses a 200 kWh battery system:
Total equipment: $100,000
Installation and delivery: $25,000
Total cost before incentives: $125,000
Pre-incentive payback period: 9 years
STC incentive value: $0
PRC incentive value: $44,100
Total cost after incentives: $80,900
Post-incentive payback period: 5.8 years
While the battery-only option has a lower upfront cost, the supplied figures show that the solar-plus-battery option can achieve a shorter post-incentive payback period.
How Is the BESS4 Incentive Calculated?
The BESS4 incentive is based on the applicable PDRS calculation methodology and the system’s eligible demand reduction potential.
A higher incentive may be available when new solar PV is installed. However, certificate calculations are subject to limits, including a cap based on four hours multiplied by the battery inverter capacity.
The usable battery capacity is calculated as 90% of nominal battery capacity, which should be considered when determining the eligible system capacity and expected incentive.
Why Consider Battery Storage for Your Business?
A commercial battery can help businesses store electricity and use it strategically during periods of high demand. This can support better energy management and potentially reduce reliance on grid electricity.
When paired with solar PV, battery storage can also capture surplus solar generation for use later in the day. This combination may help businesses improve their use of renewable energy while potentially delivering a stronger financial return.
